By controlling its body heat , it freezes the atmosphere around it to make a diamond-dust flurry . It causes small ice crystals to form by lowering the temperature of the surrounding atmosphere . As a protective technique , it can completely freeze its fur to make its hair stand like needles . As an Eevee , it chooses to live anywhere it wants . From there , it can evolve to its surroundings . In this case , an Eevee living in snowy mountains can evolve into Glaceon .
